Considering that almost all networking in MS came from the orignal
BSD code - you could see the Regents copyrights in almost all their
networking programs - I bet they just changed to be different.
Perhaps to make it look like they had their own implementation.

And MS's ping also has a -f to set do not fragment on the ping.
That appears to be unique to MS.
