	If the file you're importing into has all deleted records, then
simply blow away the entire empty file before you begin.  Use the ddir or
dprodir commands with the appropriate -k or -ka options.

	If there are still some records that you want to preserve in the
filePro file, then use the "freechain" command to rebuild the free records
index just before you do the import.  I believe that after running the
freechain, filePro will begin allocating records with the first available
empty record.

	If either of these options isn't working for you, then I guess you
will have to start examining the filePro file by doing a lookup on record
number, then search upwards until you find the lowest available deleted
record.
