Well, ignoring the top-posting, the message itself was quoted properly.
However, this message was posted using:
X-Mailer: Microsoft Outlook Express 6.00.2720.3000
The one you posted earlier, which had a distinct lack of any quoting
markers was posted using:
X-Mailer: Microsoft Outlook IMO, Build 9.0.2416 (9.0.2910.0)
Now, if you can inline post (as you did with the one that didn't use
any quote markers) using the program that properly quotes, we'll be
off and running.
