Last year, while driving from NY to FL, we were going through Virginia
when a snowstorm hit.  While there was only an inch or so of snow on the
road, it was the middle of the night (no moon or stars, naturally, and
no streetlights) and there were no plows or sanders in sight, and I-95
was basically a single-lane road going about 25 MPH.
