what is "mex1", a fax "device" or a fax "class"?
if you are sending to individual devices and already know the device
to send to, you can just put the "9," in the phone # on the command
line.
if you are sending to a fax "class", though, I don't think this is
possible using that same cheat.
the suggestion of putting it into the vsiserv.ini is on the right track,
per vsi docs, but needs some tweaking. in the vsisrv.ini file, you can
have both [DEVICE] and [DEVICE:<NAME>] - in doing this and separating
the one device name that does not need the "dial-prefix" (by setting it
to "") you might be able to hack it. this is per vsifax 4.x docs (you
don't say what version you have), i never had the need do subdivide
the section myself.

[DEVICE:<NAME>]
Where <NAME> is a valid fax device name.
Entries in a DEVICE:<NAME> section are specific to that particular device.
