Index problems

First off, the issue occurs when running through processing (where we are
using a lookup with a browse menu) as well as when running rclerk with no
processing and selecting the index from there.  

When using the processing, it brings up the browse screen with "c&p routing"
(a different record entirely) then moves on to the ca's.  Before it comes
the b's.  

When not using processing, it does the same thing but doesn't bring me
straight to a browse - just brings me to that other c&p record (the
different one - not the correct one).
