selection set being ignored on command line?

I'm stumped.

I've made a selection set in IUA.  I've tested it there, and it selects 
the 3 records I want (out of around 60000).
I've saved it to a file named postpick2, which results in the creation 
of the file /appl/filepro/MatUse/postpick2
(yep, the Filepro File I'm working in is MatUse).
In a menu, I run this command:
/appl/fp/dreport MatUse -F PostPick -S postpick2 -a \
                       -H "Selecting Materials for the Pick List"

Yet, when I run it from the menu, it selects all 60000 records.
I'm baffled. 
I'm fairly confident that it isn't the case of the command flags.  
dreport is being called in lots of other menus (and associated scripts) 
with -F instead of -f, and similar.
I've checked filesystem permissions of sel.postpick2, and everyone can 
read it.

Where should I look next?
