As I recall, it used to be the highest UID plus 1, with a minimum of
200 to prevent ending up with a system-UID on new systems. Now, I
believe it is basically the same thing, but it ignores current UIDs
greater than around 65000 when determining the highest, to prevent
"nobody"'s 65535 (and some other 65534 that we've seen) from messing
up the calculation.
