Unfortunately (IMNSHO), 'scoadmin accounts' assigns a new user the
next uid after the highest one currently in /etc/passwd.

Fortunately (IMNSHO), sysadmsh more sensibly assigns a new user the
lowest unused uid that is greater than MIN_SUGGEST_UID, which is 200.

So I pat myself on the back every time I remember to (manually) install
sysadmsh from the OSR 5.0.x installation CD, given that the default
installation routines will not have included sysadmsh.
